The Army Reserve is Modifying its Current Stop Loss Policy


* As of 1 August 2009, the Army Reserve will begin to mobilize units without the use of Stop Loss; Stop Loss will only apply to those units mobilized or scheduled to mobilize through 31 July 09

* The Stop Loss policy applies to Soldiers whose enlistment or period of obligated service is involuntarily extended, or whose eligibility for voluntary separation or retirement is suspended

* The Army Reserve will lead the way for the Army in the implementation of this policy (the National Guard will implement in September, 2009; the Active Component will implement in January, 2010)


Stop Loss Compensation


* Soldiers who are mobilized or who will mobilize through 31 July 2009 are eligible for Stop Loss Special Compensation Pay if they are Stop Loss?d through the duration of mobilization + 90 days and elect not to reenlist or extend

* Stop Loss Special Compensation Pay will be paid at $500 per month or partial month for each month past ETS date, retroactive to 1 October 2008


Designated Unit Stabilization Pay (DUSP)


* The Army Reserve developed DUSP to ensure cohesion in mobilizing units

* DUSP will be authorized for units mobilizing on or after 1 August 2009

* DUSP will be paid at the rate of $50/UTA ($1,200 maximum) for each of the members of a designated unit who are on the unit battle roster

* DUSP will begin 6 months prior to the unit mobilization date

* To qualify, Soldiers must commit in writing to deploy with their unit

* Soldiers without sufficient time remaining on enlistment contracts must reenlist or extend to qualify for DUSP


Reenlistment Rules for Soldiers Mobilized Prior to 1 August 2009


* Soldiers who decline to reenlist or extend may draw Stop Loss Special Compensation Pay from their ETS date until they are no longer in Stop Loss status, and then separate (not authorized to reenlist after deployment)

* Soldiers who reenlist or extend by 1 July 09 or their ETS date (whichever is later) receive authorized Stop Loss Special Compensation Pay from their ETS date until the date the Soldiers reenlist or extend.


Reenlistment Rules for Soldiers Mobilized on or After 1 August 2009


* This category includes Soldiers who will pass their scheduled ETS date before the end of their mobilization (including redeployment)

* Soldiers who decline to reenlist or extend will be transferred out of the unit and subsequently separated (not authorized to reenlist)

* Soldiers who reenlist or extend may draw DUSP during the six month period prior to mobilization

I agree with that. I think they did it out necessity when they realized how much $500 a month really is, but this is overall a good thing. A lot of stop-lossed Soldiers deploy with a bad attitude that radiates. Additionally, it aids in the decision of guys "on the fence" about whether or not to stay in. If they see their buddy who was one month away from getting out get stuck on a 15-month deployment, they figure, "I gotta get out while I can or that will happen to me." When you decide to get out, you want out, You don't want one last hurrah. Plus, deploying within your last year doesn't set you up for success for finding a job. It's a bit difficult to look for jobs from Iraq.
