Does he speak English? Cause they seem to have suggested it on the news, about him saying "I'm the President of Iraq...." and other such statements

From what I understand, they had Arabic interpreters that understood what he was saying. I'm not sure about this (maybe someone else knows better?) but he speaks very little, or no, English.
